Checked with council, they said though settlement papers shows rates been paid it wouldn't have been passed onto the council. Check with your solicitor and advice them to clear it.

Yes, lots facing bridge street has acoustic report. Council will ask for this report along with plans for DA. you can get acoustic report from Crownland.

Interesting!! OSR website has valuation letter as one of the supporting documents in the checklist.
I assume they haven't approved in your case. Not sure if they reassess valuation.

If your valuation was done above $650K and yet your FHOG letter states you are eligible then we do have hope! Can you please let us know what happened?
