If deck is sitting on Concrete Floor then, it is easy. You can buy sealant from Bunnings (I believe it is Benzene i.e same as Ladies Liquid Nail). It may smell like a hell on first day, once dried, it does not smell and it should last for years.

Best is hire a Site Inspector (pay few hundred dollars and let him deal with the builder. Generally during construction edges get crushed while plumbers moves in and out and around the property. I think builder must fix it. Also slab thickness of slab and moisture is bigger concern.
